Sub Committee of the Colonial Social Welfare Aduxory are at (15) & they think that on the whole the position is satisfactory & they have commended the consederable amment of social welfare work which is at present hung undertaken in Hong Kong,
Your min of 15/12 suggested that when the R.S.C's vius had been obtained, the papers should be submitted to the sofs.

You will remember that this question of Social Welfare in Hong Kong was one of the matters which the Secretary of State discussed with Sir A. Grantham (see the record at (11) on this file) and it occurs to me that the Secretary of State might be interested to see the Governor's despatch at (13), the enclosure to which sets out a list of the principal activities undertaken in Hong Kong by the Social Welfare Office, and the present draft which answers that despatch which was submitted to the Reports Sub-Committee of the Social Welfare Advisory Committee, and includes their
comments on it.
I think the Sub-Committee's conclusion that they were impressed by the great amount of work which is being done in difficult circumstances is a very fair summary of the position in this matter in Hong Kong.
